Minority Return to South-Eastern Bosnia and Herzegovina: A Review of the 2000 Return Season

Although the right of refugees and persons internally displaced during the war in the Republic of Bosnia and Herzegovina (BiH) to return to their pre-war homes is enshrined in Annex 7 of the General Framework Agreement for Peace, which was adopted to end the conflict in December 1995, almost no returns had taken place to the south-eastern region of the country until the summer months of 2000. Both in urban and rural areas, local power-brokers systematically obstructed the return of persons belonging to a different ethnic group. Legal barriers were established to prevent easy access to occupied property and many houses in rural areas were destroyed. In addition, persons did not feel safe returning to areas under the control of members of another ethnicity. The international community in BiH responded to these challenges, devising and implementing various strategies to enable return.
