The Multilateral Arab-Israel Peace Talks and the Refugee Working Group

This article describes the progress of the Multilateral Working Group on Refugees since its creation in 1992. After explaining the events and expectations which led to its establishment, the author details the problems of ideology, terminology, and scope which it has confronted. The structure of the working group is outlined together with a description of the key events which have shaped, and sometimes distorted its progress. The author goes on to describe the sometimes confusing relationship between the multilateral and the bilateral negotiations currently underway. Finally, the article reflects on the limited achievements of the working group and points out the extent to which the very process of negotiation is itself a significant advance.
